Re: Findings under Special Procedures Report

Dear Mr. Pappas,

A meeting was held Monday, March 17, 1997 with Mr. Joseph Cunningham, attorney and twice retired Illinois State Supreme Court Justice and St. Clair County Chief Judge. Mr. Cunningham reviewed the special procedures findings regarding John Maison and the Korean War veterans.

After his review and discussion, it was suggested that the matter be discussed with State’s Attorney for St. Clair County, Mr. Robert Haida. The objective being whether Mr. Haida would want his department to investigate the matter, or whether the matter should be referred to the local police department.

A meeting has been set for Monday, March 24, 1997 at my office at one o’clock. The agenda is for Mr. Haida to review the "special procedures" report and if he finds merit or grounds to move on the report, to discuss what step could or should be taken from here.

If he sees merit in the case, his department may pursue the investigation or turn it over to the Swansea Police Department. If any formal statement must be filed in behalf of the KWVA, an officer or a member of the Board of Directors would have to sign such documents. Mr. Kenneth Cook would be the closes [sic] Board member in the area.

If questions come up that need to be addressed to you, I will call you, otherwise you will hear from me after the meeting.

Regarding the bonding company letter, Mr. Cunningham stressed the need to respond as quickly as possible. I will act on it as soon as possible.
